    A qualified solicitor and Chartered Secretary, Pearl has worked with major firms and international organizations, including Crown Agents UK, advising on development funds such as the Private Infrastructure Development Group and the International Finance Facility for Immunisation (IFFIM). Her career reflects a strong commitment to international development, legal expertise, and driving private sector involvement in poverty alleviation and sustainability.

GWNET has more than 4.600 members from 150+ countries. Furthermore, she is Member of the Board of Directors of ISES, the International Solar Energy Society. From July 2011 until March 2018, Christine Lins acted as Executive Secretary of REN21, the Renewable Energy Policy Network of the 21st Century, headquartered at UNEP, the United Nations Environment Programme in Paris/France. Between 2001 and 2011, Ms. Lins served as Secretary General of the European Renewable Energy Council.     Louise Woods, serves as Co-Head of International Disputes – Europe. She is ranked in the Legal 500 UK in the field of International Arbitration, where she has been described by sources as “an excellent lawyer who is very sharp and easily accessible”, and “in a word, brilliant”.

    In recent years, Louise’s practice has increasingly focused on international energy disputes, in particular oil and gas disputes across both Africa and Latin America.     With over 22 years of legal experience in the oil and gas industry, Latifat currently serves as Head, Commercial Law at the Nigerian National Petroleum Company Limited, where she provides strategic legal guidance on complex energy transactions, regulatory compliance, and commercial negotiations. She is also a CEDR UK Accredited Mediator, demonstrating her expertise in dispute resolution within the energy sector.

    Nelia Daniel Dias

    Nelia Daniel Dias, was promoted to the Senior Vice Chair of the Oil and Gas Committee at the International Bar Association (IBA) in January 2025 until December 2026. In 2021 Nelia was nominated one of the 100 Outstanding Female Executives in the African Region in Oil and Gas by African Shapers. In 2023 Nelia has been appointed AIEN Africa Chapter Alternate Director and in 2019 was nominated AIEN Angola Country Rep.. Nelia is the President of a nonprofit organization based in Lisbon created in 1998 called Nuno Xavier Association (following her father’s name). Nelia is the author of 23 books one being the book on civil liability of judges published in 2004 amongst other articles written. In 2023 Nelia was appointed Head of Legal Africa being responsible for legal operations in 54 countries for international SOS and based in Mauritius islands and is still providing legal support. Worked previously in Baker Hughes as Geomarket Counsel that oversighted the whole SSA Region  from July 2017 until July 2023. Started working in Oil & Gas Legal in Chevron in January 2009. Worked first as Senior Counsel and Senior Contracts Advisor for six years until May 2015. in July 2015 Nelia joined GE- GLS, a General Electric minority Joint Venture, as JV Senior Counsel progressed to Senior Counsel- Commercia. 

    Mother of 3 with 22-, 20- and 15-years old, all studying in the UK, Nelia has a Law Degree in Civil Law from Lusíada University of Lisbon, since 1995. She is a Lawyer registered with the Portuguese Bar Association (July 1995), Angola (2009) and Sao Tome (2017). Worked as a full time Lawyer in Lisbon from October 1995 until April 2007. Nelia has a post-Graduation in Communications Law, taken at Law School at Coimbra Law Faculty (1998), an LLM Course in Oil and Gas at Universidade Agostinho Neto in Luanda (2009), and a Master Decree in Civil Law from Lisbon Law University (Contracts) since 2000. She has completed online the Supply Chain certificate issued by the Arizona State University (2013). Nelia graduated from Oxford University (Said Business School) in Global Business (October 2018). Nelia speaks fluently Portuguese, English, and French. She also speaks Spanish and German on an elementary level.  Since 2018 every year and for a whole week Nelia teaches Environmental Law in the Oil and Gas Context at the Agostinho Neto University in Angola. Nelia was, at night, a part-time Law teacher at the Catholic University College since April 2007 teaching Civil Procedure Law until June 2023. Used to be a temporary trainee at the Portuguese Bar Association (2005-2006) and a permanent trainee Angolan Bar Association since October 2007 until 2015.     Kristina Kasibayo, is a seasoned legal and compliance professional with over 17 years of experience in the petroleum sector, specializing in regulatory compliance, contract negotiation, and corporate governance. She currently serves as the Head of Compliance and Ag. Head of Contracts and Negotiations at the Uganda National Oil Company (UNOC), where she leads compliance initiatives, develops regulatory frameworks, negotiates contracts, and ensures adherence to national and international legal standards.

    Previously, she served as Senior Legal Officer – Compliance at UNOC, playing a key role in shaping compliance strategies, regulatory engagement, and contract management. Prior to UNOC, Kristina was a Legal & Compliance Advisor at Tullow Uganda Operations Pty Ltd and an Oil & Gas Consultant at Kampala Associated Advocates (KAA), providing legal and regulatory advisory services to industry stakeholders.

    Kristina holds a Masters in Energy Law and Policy (LLM) from the University of Dundee and an International Master of Arts in International Anti-Corruption Compliance and Collective Action from the International Anti-Corruption Academy (IACA).     Daein Cha, brings over 25 years of energy and resources industries experience.  Through senior roles for international business development, major capital project management, and commodity sales and trading at Tokyo Gas and Chevron, Daein brings extensive expertise, experience and network to originate and develop multi-billion dollars industrial projects.

    Daein joined Tokyo Gas Co., Ltd in 1998 and has since served roles of increasing responsibilities including Manager of LNG procurement & trading, and Manager of LNG upstream business development.  Daein joined Chevron in 2012 as Deputy Business Manager and in 2014 as Deputy Project Manager for the Gorgon Expansion Project.  He also served on the Project Leadership Team to manage the development of Chevron's Gorgon Stage 2 and Jansz-Io Compression projects.

    Daein has taken on the role as the Founder and Director of Transborders Energy (mid-scale gas resource commercialisation business) since November 2016, and as Founder and Managing Director of deepC Store (commercial scale CCS project developer) since August 2021.  He also serves as Senior Projects Manager for the Future Energy Exports Cooperative Research Center, an Australian Government and industry funded R&D organisation striving to decarbonise LNG exports and grow clean hydrogen production for Australia.

    Daein received his Bachelor’s degree in management from the International Christian University (Japan), Masters in Business Administration (MBA) from the University of Virginia Darden School of Business (USA), and qualification as Certified Cost Professional (CCP) of AACE International accredited by the Council of Engineering and Scientific Speciality Boards.  Daein is also a member of the Association of International Energy Negotiators (AIEN) and the Society of Decision Professionals.

    For AIEN, Daein Cha serves as a member of the Carbon Capture, Use and Storage (CCUS) Taskforce and term sheet working group.  Daein is the co-author of the “White Paper CCUS Opportunities and Implications for the AIEN.”

    Nick Fulford, is Gas/LNG and Carbon Management Senior Director–Americas for GaffneyCline, with over 40 years of experience in the natural gas sector working on all aspects of the gas value chain from complex upstream projects, midstream and LNG export projects, LNG imports and gas to power, wholesale and retail market management, regulatory policy and trading. He is renowned as a leading Global LNG expert who has closely been involved in the US gas markets since the late 1980s and again more deeply since 2008 with the rise of the US shale gas boom. In recent years, Nick has engaged with the emerging Energy Transition impacts on energy markets globally, including CCS, offsets and net-zero LNG.

    He is particularly active in the Energy Transition as it relates to the Oil & Gas industry; advising on the origination, execution and financing of projects aimed at reducing carbon emissions.     Previously, Gabrielle was Senior Commercial Advisor for Chevron New Energies (Houston, TX) working on Carbon Capture and Sequestration projects along the US Gulf Coast, focused on the Bayou Bend Project in the Golden Triangle region. Prior to the Chevron-Noble merger, Gabrielle worked as an international commercial advisor at Noble Energy for 10 years, working on various west Africa assets in Equatorial Guinea and Cameroon, focused on monetizing the Alen gas field through the EG Gas Mega Hub and the Yoyo-Yolanda cross border development. Commercially, Gabrielle has negotiated a wide range of agreements, including farmout agreements, unitization contracts/bilateral treaty, joint operating agreements, condensate/LPG/LNG sales agreements, joint venture agreements, capture and sequestration agreements, and various government granting instruments.

    Gabrielle is a graduate of the Emerging Leaders Program at Chevron(2023), has an MBA from the University of Houston, and a BA from Washington University in St Louis. She is fluent in Spanish, knows enough French to be dangerous.

    Gabrielle is the current Vice President of New Energies for AIEN.

    Amy has also led a number of high impact pro bono humanitarian initiatives. Included among those, she lead the legal team to send the New England Patriots private team plane to China in March 2020 to pick up and donate nearly two million N95 masks to combat the COVID-19 pandemic. She has also performed extensive pro bono work with refugees, most recently supporting evacuations and resettlements from Afghanistan. She began her legal career at the U.S. Nuclear Regulatory Commission. 

    Christopher Russo

    He joined the Tulane Law Faculty in 2023. Prior to teaching at Tulane, Sourgens served as the Senator Robert J. Dole Distinguished Professor of Law at Washburn University School of Law.

    Sourgens is the co-lead investigator with OPEC’s General Legal Counsel, Leonardo Sempértegui of the energy transition policy and regulatory briefs project for the Organization of Petroleum Producing States (OPEC). He is the Chair of the Southwest Institute for International and Comparative Law and a member of the Executive Committee and chair of the Academic Outreach Committee for the Institute for Energy Law.

    Sourgens is active in the governance of the American Society of International Law, where he currently serves a three-year term on its executive council. He holds multiple editorial appointments including Editor-in-Chief of Oxford University Press' Investment Claims reporter of international arbitral awards between states and foreign investors and serving on the editorial boards of the Brill Research Perspectives in International Investment Law and Arbitration as well as the American Review of International Arbitration (Columbia University School of Law).

    The EU ETS is a cornerstone of the EU's climate policy and its key tool to reduce greenhouse gas emissions in Europe. It is the world's first compliance carbon market and remains among the largest ones globally. The EU ETS2 is a new emissions trading system created in addition to the existing EU ETS. This new system will address the CO2 emissions from buildings, road transport and additional sectors (mainly small industry not covered by the existing EU ETS).

    Carbon capture, utilization and sequestration (CCUS) is an increasingly important part of the energy industry in the United States and globally as we progress to net zero objectives. There is no shortage of enthusiasm, development planning, proposed tax incentives and relevant guidance, with a broadening public awareness of the importance of CCUS projects. There is also a markedly slow off the mark progress for the actual development of a CCUS project since the latest tax incentives were announced in 2022. One cause of that delay is the EPA approval process for Class VI permits for injection wells that underly any CCUS projects. 

    Our panel of experts will generally discussed the CCUS environment, the function and importance of Class VI injection wells, the role of EPA and the states in granting permits for Class VI injection wells, and what may be causing the current logjam of CCUS project development.

    Monica Gasca has more than eight years of experience analyzing and developing regulations and public policies related to renewable energies and energy transition. Monica worked in the Ministry of Mines and Energy between 2019 and 2022 where she was in charge of leading the strategies for the Energy Transition of the country; she was coordinator of the Energy Transformation Mission for the modernization of the sector, the Geothermal initiative and the hydrogen strategy. She has also worked in companies such as Sercolombia, Ernst & Young, Fedesarrollo and ANDEG.

    Lorena G. Moscardelli Ph.D.,

    Dr. Lorena Moscardelli is a Research Scientist and leader of the State of Texas Advanced Resource Recovery (STARR) program at BEG. Her expertise is in seismic geomorphology and interpretation, sedimentology and stratigraphy and geoscience data integration. She received a degree in Geological Engineering from Central University of Venezuela (2000) and a PhD in Geological Sciences from The University of Texas at Austin (2007).

    She specializes in the study of deep-water deposits with emphasis on subaqueous landslides, deep-water mixed siliciclastic-carbonate systems and planetary geology. She started her career as an exploration geologist working for PDVSA (2000 – 2003). Prior to her current position at STARR, Dr. Moscardelli was a Principal Researcher at Equinor (2013 – 2021) where she performed a wide range of activities from research in the Americas to field development in the Norwegian Continental Shelf. Her BEG career includes the co-funding and co-direction of the Quantitative Clastic Laboratory (QCL) (2007-2013) and her actual involvement as leader of STARR.

    Most recently, Dr. Moscardelli has taken a strong interest in understanding the role of geoscience research as part of the ongoing energy transition while contributing to STARR’s main mission of conducting geologic research resulting in the increase of production and profitability of energy resources in the State of Texas.
